MINUTES OF THE MEETING 0F THE PARISH COUNCIL HELD AT THE

YOUTH AND COMMUNITY CENTRE ON MONDAY,

2 APRIL 2012 AT 7.00 PM

PRESENT

Cllr Peter Watson in the Chair

Cllrs Mrs M Balbirnie, R Bellamy, G Bush, J Cutting, De Vaux Balbirnie,

J Dunnett, Miss L Gray, M Joyce, D Land, R Smith, Mrs E Ward and Mrs A Wood.

 

There were 5 residents, 2 police officers and 2 juveniles present.

MINUTES OF MEETINGS HELD ON 5 MARCH 2012

MATTERS BROUGHT FORWARD

(a)  Highway Matters: 

Cllr Smith said that he had received an email from County Highways giving the following information:

Holland Road – the 40mph speed limit from the bridge to Little Clacton village was reviewed as part of Essex County Council Phase 1 and Phase 2 speed limit review.  From information collated no change to the current speed limit was deemed necessary.

The Street pedestrian crossing – this was inspected on 23 January and defect has been recorded with engineering team and work will be prioritised and will be included in the on-going programme of works and will continue to be monitored.

Jubilee island, chevron sign – the inspection which took place here showed there to be no obstruction.

Weight restriction on rail bridge – this has been sent to the structures team for comment.  As soon as a response is received we will advise you of the outcome.

Following a general discussion on the continuing problems, the Parish Council agreed that the Chairman should speak with the press regarding the safety of the bridge in Holland Road.

 

POLICE/CRIME PREVENTION

PCSO Haycraft was advised by Cllr Bellamy of two forthcoming football tournaments at Parish Fields on 5/6 May and 2/3 June and parking problems which could arise.

Children were beginning to cause some problems on the Harold Lilley Playing Field.

Cllr Wood reported on the following applications:

12/00241/FUL  Conversion of former public house into four flats and the erection of two bungalows at the Apple Tree, 52 The Street 

This application had been determined prior to the meeting due to time schedule and no objection was raised.

12/00232/FUL   Proposed three bedroom dwelling (redesign of house approved under TEN/398/62) at site adjacent to Reedlands Farm, Holland

Road. It was agreed to write to TDC with no objection.

TENDRING DISTRICT COUNCIL

Cllr De Vaux Balbirnie gave a written report to members of the activities at TDC  during the past month which included extension to LDF, drainage problems in Harwich Road, damage at play area on Harold Lilley Field – members felt a letter from the school to parents about disposal of litter on field might help.

The new recycling arrangements by TDC were explained and he produced a set of the new bins to show to members.
